Punch tape rewinder. The punch tape was eight-bit, each row has eight hole positions. The punch tape was used to store data on mainframe computers, but also on industrial machines, weaving looms etc., in some cases well into the 21st century. The predecessor was the punch card. This was used for the first time in France in 1725 to control a semi-automatic weaving loom. They were used in the USA for citizen counting since 1980. They were used in the U. S. presidential elections in 2000 and their alleged misuse started a dispute over the result of the elections.
