Today, we would call this device a "spectrum analyzer". The horizontal axis of the screen defines frequency, the vertical axis defines voltage. With this arrangement, we can observe the levels of all the various frequency components at once. This transistorized device was manufactured by Tesla Strašnice in the 1960s and was employed on high-frequency telephone lines.
